PSE Mark (Japan Electrical Safety)

Japan's Electrical Appliance and Material Safety Act (DENAN) divides regulated electrical products into two lists. The Specified Electrical Appliances and Materials list — informally known as Diamond PSE due to the diamond-shaped mark — covers higher-risk categories such as switching power supplies, wiring cables, and certain household appliances. These require testing and certification by a METI-registered third-party body before the mark may be used. The Specified Electrical Appliances list — Circle PSE — covers lower-risk products such as most consumer electronics and can be self-declared by the manufacturer or importer after conducting in-house conformity testing to applicable Japanese Industrial Standards (JIS).

Foreign manufacturers must partner with a Japanese importer who takes on the legal status of the domestic declaration holder. This entity's name, address, and contact details must appear on the PSE mark label affixed to the product, making importer selection a compliance-critical decision. When a product model is revised — firmware updates to a connected device, for example, may constitute a material change — the PSE declaration must be reviewed and, where the change affects safety-relevant circuits, the certification process must restart.
