China CCC Certification

China Compulsory Certification — universally known as CCC or the 3C mark — was introduced in 2002 by merging the former CCIB and CCEE safety marks into a unified scheme administered by CNCA. Today it covers over 30 product categories, including household appliances, IT equipment, telecom terminals, audio and video products, electrical wires and cables, switches, power sockets, low-voltage apparatus, electric tools, electric welding machines, refrigeration equipment, and children's toys, among others. Products in these categories cannot legally be imported, sold, displayed at trade fairs, or used commercially in mainland China without a valid CCC certificate and the mark affixed to each unit.

Unlike self-declaration regimes, CCC combines two mandatory elements: type testing of product samples by a CNCA-authorised laboratory against applicable GB (Guobiao) national standards, and an initial factory inspection to verify production consistency. After certification, the certificate holder must maintain the factory's quality management system and undergo annual follow-up inspections. A product model change that affects any safety-critical parameter — component substitution, circuit redesign, software update affecting protection functions — requires a change application and may trigger re-testing.

For foreign manufacturers, the CCC applicant must be either a China-incorporated entity or a foreign manufacturer acting as applicant directly. Many foreign companies appoint a Chinese agent or subsidiary to handle the application, but the certificate is linked to the specific manufacturing site declared during factory inspection, meaning a factory relocation requires a fresh application.
