Morocco CMim Mark (IMANOR)

Morocco's mandatory conformity certification programme has expanded significantly since IMANOR — the Institut Marocain de Normalisation — was restructured to take on a more active market access role. The CMim (Conformité Marocaine des Importations pour les Marchandises) mark is required for a list of regulated product categories that now includes low-voltage electrical equipment, cables and wiring accessories, toys, protective helmets, steel reinforcing bars, cement, ceramic tiles, plumbing fittings, and certain chemical products. The list is updated through Ministerial Decrees published in the official Bulletin Officiel, and the rate of expansion has accelerated as Morocco aligns its regulatory framework with European standards as part of its association agreement with the EU.

Moroccan national standards (NM standards) are the technical basis for CMim certification. Approximately 80% of NM standards are harmonised versions of European EN standards or ISO/IEC standards, which means that for many product categories, existing CE or IEC test reports can serve as the primary evidence base for Moroccan certification without full re-testing. The certification body — typically IMANOR or one of its accredited bodies — reviews the submitted technical file and test evidence, may request supplementary testing for Morocco-specific requirements, and then issues the CMim certificate. A factory inspection may be required for higher-risk categories or as part of the renewal process.

For exporters supplying Morocco via intermediaries, the Moroccan importer typically acts as the certificate holder and is responsible for maintaining the CMim registration and coordinating renewal inspections.
