Korea KC Certification

The KC mark was introduced in 2009 to consolidate eight separate South Korean safety and quality marks — including the former KCC, KTL, and KTC marks — into a single recognition system under KATS. Today it divides regulated products into three tiers: Safety Certification (SC) for higher-risk products requires testing by a KATS-designated body and periodic factory inspection; Safety Mark (SM) products require initial testing but lighter post-market surveillance; and Self-Confirmation (SHC) products allow manufacturers to self-declare conformity to Korean standards, subject to post-market monitoring.

For electronics and electrical appliances destined for South Korea, the relevant standards are either directly adopted IEC standards or Korean Industrial Standards (KS) derived from them, but deviations exist and must be checked product by product. A particularly important obligation is the mandatory recall and consumer notification procedure that applies when a certified product is found to be non-compliant after market entry — the penalties for delayed notification are separate from and additional to the basic import detention risk.

Foreign manufacturers must work through a Korean importer who assumes responsibility for domestic compliance obligations, including maintaining the KC mark registration, managing renewal filings with KATS, and coordinating factory follow-up inspections.
