Toy Safety: US ASTM vs. EU EN 71 vs. UK Standards¶
A toy sold in all three major Western markets must comply with ASTM F963 in the United States, EN 71 in the European Union, and the UK's designated standards (currently BS EN 71) in Great Britain. Three different testing standards, three separate certificates, and different chemical limits in each market. The most expensive compliance mistake in the toy industry is designing and manufacturing for one market and then discovering — after inventory is produced — that the product cannot legally be sold in the other two.

The Testing Cost Reality¶
A toy sold in all three markets requires three separate certificates — but the physical testing does not need to be performed three separate times. The same CPSC-accepted laboratory typically also holds the accreditations for EN 71 and BS EN 71 testing. During a single laboratory session, the same test specimens can be used for:
- ASTM F963 mechanical/physical, flammability, heavy elements
- EN 71-1 (mechanical/physical), EN 71-2 (flammability), EN 71-3 (migration of elements)
- BS EN 71 equivalents for the UK
The laboratory produces three separate test reports — one against each standard — and you receive three separate certificates: the CPC for the US, the CE DoC for the EU, and the UKCA DoC for Great Britain.

Chemical Limits: The Same Substance, Different Limits¶
The most operationally challenging difference between the three markets is the chemical limit structure. The US uses total content limits (100 ppm lead in substrate, 90 ppm lead in paint). The EU and UK use migration limits — measuring how much of the substance migrates out of the material under simulated conditions — which is a fundamentally different testing methodology.
A toy component with 80 ppm total lead passes the US CPSIA limit. That same component, tested for migration under EN 71-3, may exceed the migration limit depending on the material type and the specific migration conditions. Passing US testing does not predict EU testing, and vice versa. Both must be performed.
The Multi-Market Toy Strategy¶

Age-grade for the strictest market first. If the toy is intended for children under 3 in any market, design it to pass the small parts test in all three markets. The test cylinders (US 16 CFR 1501 vs. EU EN 71-1) are dimensionally close but not identical — but a toy that passes one will almost certainly pass the other.

Design to the strictest chemical limit. For heavy metals, the EU migration limits under EN 71-3 are generally more restrictive than US total content limits. Design to the EU standard and the US CPSIA limits are almost always satisfied.

Tracking labels are US-only. The CPSIA tracking label requirement (manufacturer, date, location, batch number) applies only to the US market. EU and UK toys do not require a CPSIA-style tracking label — though batch coding is standard industry practice for traceability.

Can I use the same physical test specimen for ASTM F963 and EN 71?
Yes. Your laboratory can use the same samples for both test programs. The test methods differ (the apparatus, the specific procedures, the pass/fail criteria), but the physical specimens are the same. One set of samples, tested to both standards, in one lab session.
Does a CPC satisfy Amazon's EU marketplace?
No. Amazon's EU marketplace requires a CE Declaration of Conformity. Amazon's UK marketplace requires a UKCA Declaration of Conformity (or CE during the transition period). A CPC is valid only on Amazon's US marketplace.
What is the most expensive single market for toy compliance?
The US, because it requires third-party CPSC-accepted laboratory testing for every children's product — there is no self-declaration pathway for toys.
