US GCC Guide: CPSC Certificate of Conformity¶
In 2023, the US Consumer Product Safety Commission levied over $45 million in civil penalties across multiple enforcement actions — and a recurring finding in compliance investigations is that the General Certificate of Conformity either did not exist, was incomplete, or cited the wrong safety standard. When a GCC is missing or inaccurate, the product is legally non-compliant regardless of how safe it actually is. Amazon has increasingly codified this into its own enforcement: in categories like children's furniture, apparel, and electronics, sellers must upload a valid GCC directly to Seller Central or face listing suppression.
The US General Certificate of Conformity (GCC) is a mandatory document under the Consumer Product Safety Improvement Act (CPSIA) Section 14. It certifies that your consumer product has been tested and complies with all applicable CPSC safety rules. What Products Require a GCC?¶
A GCC is required for consumer products that are subject to a CPSC-enforced safety rule, standard, or ban. This covers an enormous range of everyday products:

GCC vs. CPC: Know the Difference
A Children's Product Certificate (CPC) is required specifically for children's products (designed primarily for children 12 and under). A GCC is for all other consumer products subject to CPSC rules. The two certificates have the same format but the CPC requires additional information, including the date and place of manufacture and third-party testing details. Do not confuse them — issuing a GCC instead of a CPC for a children's product is a violation.
What Your GCC Must Contain¶
Per 16 CFR Part 1110, every GCC must include these seven elements:
- Product identification: Sufficient description to match the certificate to the product — model number, SKU, color, and a physical description.
- Citation of each applicable CPSC safety rule: The exact CFR citation and standard (e.g., 16 CFR Part 1303, ASTM F2057-21).
- Manufacturer identification: Name, full mailing address, and telephone number of the manufacturer.
- Importer identification: Name, full mailing address, and telephone number of the US importer (if applicable).
- Third-party testing laboratory: Name, full mailing address, and telephone number of the CPSC-accepted lab that conducted testing.
- Contact information: Name, full mailing address, email, and telephone number of the individual maintaining the test records.
- Date and place of manufacture: Date range (month/year to month/year) and city/country of manufacture.
Testing Requirements¶
GCCs must be based on a reasonable testing program that provides a high degree of assurance of compliance. For non-children's products, you are not required to use a CPSC-accepted third-party lab (unlike CPCs, which must use CPSC-accepted labs). However, you must still:
- Conduct testing that demonstrates compliance with the applicable standard
- Maintain complete test records for each production lot or batch
- Retain records for at least 5 years
- Present the GCC (or a digital link to it) to customs, CPSC, or any retailer on demand
In practice, using an accredited third-party lab is the industry norm because it provides defensible documentation if CPSC challenges your certificate. We strongly recommend it even when not legally required.
GCC Format and Distribution¶
The GCC must:
- Be in English (supplementary translations are permitted but English is mandatory)
- Furnish the certificate to each distributor and retailer
- Accompany the product shipment (physically or via a clearly marked URL printed on the shipping document)
- Be available to CPSC and CBP upon request
A single GCC can cover multiple products if they meet the same applicable safety rules and were manufactured in a consistent manner.
CPSC Enforcement Reality¶
The CPSC has increased enforcement of GCC requirements since 2023. Common enforcement scenarios include:
- Port-of-entry holds: CBP and CPSC jointly target high-risk product categories at US ports. Without a GCC, your shipment will be detained.
- Amazon and marketplace enforcement: Amazon US actively requires GCCs for listed products in regulated categories. When a safety incident triggers a CPSC investigation, Amazon freezes all sellers in the category until they produce GCCs.
- Recall consequences: If your product is recalled and your GCC was incomplete or based on inadequate testing, CPSC may impose civil penalties in addition to recall costs.

Do I need a GCC for products that are not children's products?

Can I issue a single GCC for multiple products?
