KC, PSE, BIS: Asia's Three Big Product Marks¶
Three markets, roughly 1.7 billion consumers between them, and three marks that decide whether your electronics get sold or returned. Korea's KC, Japan's PSE, and India's BIS all sit on top of international safety standards, which means the good news up front: one test program can feed all three. What follows is what each mark actually requires.
Korea: the KC mark¶
Korea splits its requirements into three pieces under one umbrella mark:
- KC Safety for electrical safety, under the Electrical Appliances and Consumer Products Safety Control Act. Certification runs through Korean test labs — KTC, KTL and KTR — which means samples usually go to Korea.
- KC EMC for electromagnetic compatibility.
- KC RF if the product has any radio function, handled through the National Radio Research Agency.
The practical shortcut: Korea accepts IEC CB test reports with Korean national differences. If you hold a CB report, the lab converts it against the Korean deviations (the safety standard for AV and IT equipment is KC 62368-1, the Korean adoption of IEC 62368-1) and the process shrinks from months to weeks. A small brand should expect low four figures per product family.
Japan: the PSE mark¶
Japan's Electrical Appliance and Material Safety Act (DENAN) creates two tiers, and knowing which tier you're in decides everything:
- Diamond PSE — Specified Electrical Appliances. These are the higher-risk items: AC adapters, extension cords, power strips, some heaters. You need testing and certification through a METI-registered conformity assessment body, like JET or JQA.
- Circle PSE — Non-specified Electrical Appliances. This covers most consumer electronics and small appliances. You self-declare conformity, backed by testing in a METI-registered laboratory (the industry's S-Mark certification sits on top of this).
Most consumer electronics fall into circle PSE, and that's the cheap tier: testing plus self-declaration, low four figures, weeks not months. Diamond PSE costs more and takes longer because a notified body has to sign off. Japan runs on 100V at 50 or 60 Hz with Type A/B plugs, so check your power supply's input range — a 100-240V universal adapter is the standard answer.
India: BIS registration¶
India's Bureau of Indian Standards runs the Compulsory Registration Scheme (CRS) for electronics and IT goods — phones, laptops, LED lighting, power banks, televisions and more. You register each product model, test it in a BIS-recognised laboratory (most are in India; some international labs are recognised for certain categories), and print the BIS registration number on the label.
Two years of validity, renewable, with costs on the low end of the three markets. India also has the ISI mark for certain electrical items like cables, switches and plugs, and the Telecom Engineering Centre (TEC) approval for telecom gear. The real friction in India is logistics: samples and paperwork move slower than you expect, so start early even though the fees are modest.

The money move for a small brand is commissioning a single IEC CB test run with national differences for Korea and Japan, and checking with your lab whether the same data can support BIS CRS. Do I need all three Korean marks?
The KC Safety mark applies to in-scope electrical equipment, KC EMC to most electronics, and KC RF only if the product has radio functions.
Can one test program cover all three countries?
